Money Bookers payment gateway Integration with Joomla1.5

Hi all
i'm implementing payment gateway integration with my joomla.

I've integrated moneybookers official module in my virtuemart.For that as per moneybookers instruction i created a new account,In that instruction it was mentioned that after 2 days of account activation ,"merchant tool" module will be activated.
But the particular "merchant tool" was not yet activated for me.Only after activation of "Merchant Tool" i will be able to proceed further.
so if anyone already have done integration of moneybookers with Joomla please help me out.
and secondly Is It possible for a developer to create test account in Moneybookers as of in Paypal(sandbox)
