404 error when uploading filename having special characters

I am facing issue with uploading files to joomla 1.5 admin panel and front-end.
Files with special characters like (') are not uploading.
Other files are uploading without any issue."
Example filenames Comes a message 404 error when uploading file having special characters in file name

gareth bale of real madrid's celebrates after scoring reals opening goal during the la liga match between real madrid cf and levante
-----------------------------------------------------
Fiorentina's Gonzalo Rodriguez celebrates after scoring during a Serie A soccer match between Fiorentina and AC Milan
-----------------------------------------------------
If deleted special characters like (') from filename, uploading process Succeed!

Don't use special characters. This is not good for SEO too when you put it in links.
