Fresh install - Global Config/ System/ User and Media blank

Hi,
Any advice gratefully received. Completely new install, the problem is that I have no settings options for the headings USER SETTINGS and MEDIA SETTINGS on the GLOBAL CONFIGURATION/ SYSTEM page. The box beside SYSTEM SETTINGS has info but the USER and MEDIA SETTINGS boxes are blank.

I read some suggestions on the forum and decided to try install again, deleted all the files, the database etc. and installed this again - same each time. The install files are extracted onto a folder on my PC and I am using FILEZILLA to upload.

I did have problems with the install, so used a blank configuration.php file (write-enabled) which I then deleted after it was 'checked' as OK (having read that the process would create and write one). I also created the database using the control panel of the hosting co. and put the user details etc. into the form on the database screen. This was done successfully and the process completed OK (apparently).

For what it's worth, I also installed JOOMLA locally using XAMPP and the configuration screen has all the correct options including USER and MEDIA.

Can anyone ID what I need to do? Thanks.

Ah!

I hope I can get the hosting co to sort - unless they will allow me to install, don't know.

Can you hold the thread open in case this is not the solution? I will pursue with the hosting co.

UPDATE:
The hosting co. have agreed to move the domain to a server running PHP5+ so this might be the solution. Can close thread and if I am still in trouble, I'll come back. Thanks for speedy response.

OK - all sorted now, hosting co. moved the site to a server running PHP 5.2.3 and magically the USER and MEDIA settings fields are there!
