Joomla! Forum - community, help and support

I have downloaded XAMPP and joomla but at the logon to joomla administrator I get a 404 and the following info

When I check in the status bar of XAMPP it shows only 'Apache::ASP, HTTPS SSL and IPv4 are activated.
All others are deactivated including My SQL database, PHP, Perl, CGI, Server Side Includes, IPv6, SMTP server and FTP server.
If they should be activated how do I activate them?
Is this causing the prob at localhost administrator. If not some guidance please. Thank you
