one of the two would be sufficient.

Apache runs on Windows also. XAMPP http://www.apachefriends.org/en/xampp.html includes all the stuff (PHP, MySQL) you needs to run Joomla. And it's free ... I don't know if this is the case for IIS. Maybe others have info on IIS.

Why Joomla 1.5 and not the latest version of Joomla 2.5?

Unless you require IIS server for compatibility with existing resources and you have the appropriate technical and administrative support then I would recommend Apache every time.
If this is for an Internet, Intranet, or Extranet website then I would suggest at the minimum that you should go for Zend Server CE which is a more upscale Web stack.
If this is simply for development purposes then XAMPP, WampServer 2 or Zend Server CE are equally competent (XAMPP being the easiest in my view, but they all have slightly different qualities of note).
If you are going "live" in any way then you must have someone competent to deal with the administration of the server and its component parts.
I too would query the logic in going with 1.5 as it now only has 2 months of support from Joomla remaining.
