Let's say I have 1.5.15 and I want to upgrade to latest 1.5.25
But there is not package 1.5.15 to 1.5.25. can I use 1.5.0 to 1.5.25 to upgrade?

First of all you are in the wrong forum(as this one deals with 2.5 migration)...
As for your question,You can use third party components like Admin Tools, jAutoUpdate etc to update your Joomla 1.5 easily without the need of manual uploads of each file..
