Creating development site for migration

My company I work for currently has version 1.5.17 of Joomla! and I have been giving the task of upgrading and migrating our current version to the latest version of Joomla!. I want to create a development site to test on to see how are site is affected before I apply the changes to the live site. I tried creating a development site on my local host but I ended up affecting our live site and now I have to start from scratch again :( . Can someone tell me the best method or other possible options to create this development site ???

We usually create a folder called v2 under the main website, migrate the templates/extensions/content and then flip v2 to the main site.

That seems simple enough. I am new to Joomla! however and not sure how to create a development site within the site. Where would you create this folder at?

Directly under the root of the original Joomla website. You will then extract the new version of Joomla there, run the installation, and migrate the content. Keep in mind that you might run into environment issues since Joomla 3.3 can't run on the same environment that powers Joomla 1.5 and vice versa.

i always do it how itoctopus describes as well - on the server. +1 itoctopus.
