Plain Text editor for just one specific file.

I want to give admin access to a specific file in my template directory for plain text editing.

Similar to the admin template editor for index.php and css file editing, but I only need to manually specify one file for editing.

I can't find a way to do this without installing a full file manager extension and that is overkill for this case.
