I am using Joomla! 1.5. I tried to send an email to a test user using my email account and nothing happened. Is there something I need to click or edit to enable the mass mailing function? Please advise.

make sure that the mailfrom variable in configuration.php is an email that contains your domain name; eg, it you domain is mysite.com, the email might be info@mysite.com. If you use info@gmail.com, the server will see it as spam because the from doens't use the domain name.
