Admin backend: You are not authorised to view this resource

On one of my sites, I have assigned one of my users Administrator (NOT Super Admin) rights. After they log in, they can view the Control Panel page, but when they click on any link or menu item, they get the dreaded "You are not authorised to view this resource" message. This applies to every single button and menu item.

Any idea on what might be causing this error to be thrown up? I'm on Joomla 1.5.23.

There are no issues with super admin access, just admin.
