I recently found that the "site offline" radio button had been checked for "no". I am new to this site. is it possible that this feature be set on a calendar? Also, other than Super Admin--who would have direct access to make changes to this panel?

You could write a PHP script to set offline to 1 in configuration.php and run that on a cron if you needed it scheduled. Would be quite easy, just read the whole file, find var $offline = '0'; and change that to var $offline = '1';.

Super Admin is the only person who can change offline status, I believe. Create a couple user accounts with different access levels to see what each has access to.
