How to disable all CMS features and chmod to lock site?

I have converted a few of my old customer sites to HTML but it is a bit of a pain.

How could I chmod joomla 1.5 in a way that no longer allows any writing to disk/hacking? I have tried a few things, I think I need the x bit on dirs but all other files should be 644? I dont want any dynamic features anymore, just want the sites unhackable.

It is really terrible to be left version after version with no straight forward upgrade path. Flash and Joomla.. two deadends I followed down..
