enable/disable function missing. This happened suddenly...I was wondering has anyone else experienced this is problem?

Does 'Joomla Problems' Include a question... "Why does my Joomla site not work on my pc every so often - but works on others - I mainly get a blank page or it says it's loading but it isnt.... but then a few days later it's fine on my computer again? Is this just caches / temp internet files?
