help them block my joomla site cuz it makes server overload

hi guys i have so big problem the host company block my site and the reason is server overload and them send to me this massege

If you have not done so, I suggest you place a robots.txt script and a throttle policy. In addition to optimizing scripts and removing any excess plugins.
and i remove alot of plugins and extentions and i enable cash but the problem are still so what can i do cuz really iam start to become creazy cuz i dont know the reasons and thanx guys for help and i appercite that
