need help in this template

(In short i need all my articles to look like the paint your town red article)
in this you see an article called paint the town red .I thought the out outline,borders and everything in that article will be common for all the articles.but if i publish new articles it doesnt contain anything i mean no outline border it doesnt look like paint your town red article.how to create an article like that paint the town red article.
