Template design, framework or not?

What is best practice to start making Joomla templates for someone who can make static html but no experience with Joomla templates?
What is your advice, to use some Joomla framework or to start from blank pages?

Thank you man I'm reading this but I was hope to hear from some experienced web designer's are they using frameworks from: Joomlart, RocketTheme, Yootheme etc.?

Thank you man I'm reading this but I was hope to hear from some experienced web designer's are they using frameworks from: Joomlart, RocketTheme, Yootheme etc.?
1.Rockettheme has its own gantry framework in market.

Some will use and some will not use I guess. I`m one of the second people that not use one of this frameworks, I use my own little framework.
You must decide this for your own, do not use a tool because someone else using it, use it when YOU want to use it.
