Add Swf and mp4 uploader to article editor?

I am new here, I hope that I am in the right place.. forgive me if I am not.

In my business the corporate office controls the main website and allows our many many external offices a few pages of their own that they can edit. The do not have the ability to use FTP, etc... Just the article manager...

The editor has an option to upload pictures, but nothing more.. is there a way to add an extension, plugin, etc.. to the editor so they can upload swf and mp4 files (that will also upgrade to 1.6, 1.7, etc..)? My second question is how to get them to work on the article... considering all our external offices have to work with is only what is available on the editor. This is a feature that we need to allow out external offices have access to, as there are way too many flash and mp4 videos for the corporate office to be trying to upload for everyone.
