Is it possible define which tool bars will be shown on TinyMCE editor?

This may not do everything you want, but I have found, in the control panel "plugin manager" you can open up the "Editor - TinyMCE" plugin. You can select either "basic" or "advanced" set of toolbar features. If you select basic then the toolbar is very basic.

If you select advanced then in the "advanced parameters" section you get to select a whole range of toolbar features to show (or not show). However, my installation does not work correctly (or there is a bug). Basically the only one that toggles (for me) whether it is displayed or not is the "tables" tool features. For me all the rest of them always appear (as long as advanced is selected). This is a pity for me because "basic" is too basic and advanced is too advanced (for example I do not want my front page article editors to be doing anything with anchors or html etc.

Also I have seen in other posts how to add "fontsize" to the editor but because I cannot disable (not show) some of the toolbar elements provided by "advanced" the toolbar is simply too big and spills over into other display areas.

If anyone knows how to make the advanced parameters for show/don't-show work then I would appreciate knowing.

I add aditional options to plgEditorTinymce class inside plugins\editors\tinymce.php
So, when I add new editor object I can enable/disable additional buttons. It is useful , because some times you want use editor with advanced toolbar but disable some buttons from user.
