Since Web 2.0 is a buzzword that doesn't really mean anything, I'm gonna say no.

What I mean is, Web 2.0 is a word that just means "the next generation of the Internet" because nobody really has defined it.

We can try to figure out some of the features of things that CALL themselves Web 2.0, and see if Joomla has them, though.

Social networking: check
User created content: check
Interactivity(reviews, voting, etc): check
Ajax/mootools: check

For me, Joomla *can* be Web 2.0 if that's what the developer wanted to make.  Most of my sites are very NOT Web 2.0, but I do a lot of small business work... they don't need it.

But, with the right extensions, some Joomla devs are making things that are very ajaxy, social networking, etc etc.

It's just a framework, IMO.

Well, the primary point of Web2.0 has nothing to do with AJAX, but mostly database driven content as opposed to hard-coded HTML files.

So is Joomla! Web2.0? Yeah, it's not static pages - it's dynamic!

Web 2.0 is just a catch phrase.  It really means nothing more than most number systems do in that it indicates advancement.  That really isn't anything new though because technology is always advancing.  We just like to put fancy, labels and names on things in the hopes it will become a "thing" and create a "happening" then that name becomes a buzzword or catchphrase, and everyone can feel all warm and fuzzy in their hipness. 

Catchphrases and buzzwords especially in terms of technology make everyone feel good.  People can use those catchphrases and buzzwords and throw them around to help them sound like they know what they are talking about and it makes them sound important and on the "cutting edge" of what is new in tech. ;)

That's partially my point, but Web 2.0 CAN be definable if you strip away all the design fads, social networks, and stuff which clouds the whole point -- databases. What do digg, facebook, google docs, and any other "Web 2.0" killer app have in common? They all run off databases and not hard-coded html. The rest of the "definition" - Javascript, gradients, stripes, etc. is all up to the coder of the page, but Web 2.0 IMO just isn't about design at all, but the backbone of the sites being dynamic, updatable, and flexible (Whether it's Django, Rails, or PHP being used). Since a majority of sites now use databases (or so it would seem) the web is now in a new phase - hence the 2.0.

Just my 2cents.
