1. is it possible for me to change the header in joomla 1.5? if yes how do i go about it?
2. is it also possible for me to change the background colour? if yes how do i go about it?

Yes, it is. The MilkyWay template, already has some predefined color scheme. Go to Template Manager, choose the template rhuk_milkyway and click on the icon titled Edit and you would see these parameters.
