I have 1.5 23 version and I want the website to show French and English. I upload the files for french, the config is writable, but the only thing in french is the login area. Any help on this would be greatly appreciated.

You could do this in at least 2 ways:

(a) Language Translators using Google Translation - There are extension that are built using automatic translation provided by Google. There are several extensions that enable Google translation on the fly. Some of the extensions are

GTranslate - http://extensions.joomla.org/extensions/languages/automatic-translations/4823/details.

BabeFish Universal Translator for 11 Languages - http://extensions.joomla.org/extensions/languages/automatic-translations/4001/details.

Similar extensions could be found at http://extensions.joomla.org/extensions/languages/automatic-translations.

(b) Create contents and other objects such as menu in native language - There are Multi-lingual content builders that allow you to do this. You have to create translated content for each of the languages. Some of the extensions are

Joom!Fish - http://extensions.joomla.org/extensions/languages/multi%252dlingual-content/460/details.

Multilang M17n - http://extensions.joomla.org/extensions/languages/multi%252dlingual-content/6348/details.

So, if you are particular about the accuracy of the translation, you should go with the option (b) as you are doing the translation. If you are not very particular about the quality of the translated content, explore the option (a).

In 2.5, it would be similar. You could review the multilingual demo-cum-tutorial site at http://multilingual-joomla-demo.cloudaccess.net/.
