Menu item, page & article title can't display Unicode Lao

I am building a website using Joomla 1.5. The strange problem is Joomla 1.5 menu items, page titles and article titles can not display Lao language unicode text but the article content area can display them well. I've already installed Lao Unicode font TTF files on Widows XP. The displayed text problem happens with Internet explorer 7.0. It has no problem with Firefox browser 2.0. I haven't tested this problem with IE 6.0 and Apple Safari.

Could anyone have a thought about or solution to this problem? I am kind of newbie to Joomla and don't know much about it. Any help, suggestion are appreciated so much.

Are you using 1.5.1 ?
Do you have an url where we could check the issue?
What are your mysql version, collation, php version?
