Flag Position

Hi every one, I am trying to build new module on the Joomla 1.5 for my flag position
but I cant find any solution, but what I am trying to say I want to place it up as it is
on the picture, in the second hand I did figure it out but it is behind the header,
so what I need is to be on the front of header not in the back...
thank you I hope some have the solution
