Adding meta description, tags and changing URLs (SEF)

I was using Serr.biz component in Joomla 1.0.12 and it does the job very neatly. Unfortunately I am unable to get it working in Joomla 1.5.1
What is an alternate product to use? I think the built in SEF component adds "index.php" in the SEF URL and we cannot change the URL
Also where do I add the title (browser) and meta descriptions for each page?
