Getting SEF links to work!???!!!? [SEMI-SOLVED] Please read

When I enable "Search Engine Friendly Links", my artical title links dont work.

My client NEEDS them to work. So, how can this be fixed?

I've found the problem.

It seems to work when I remove the # from "# RewriteBase /".

is this right? Im not 100% sure what it does, so I just wanted to check it wont break it.
