Is CB spamming Registered JUGs?

I recieved this email at "JUG Sevilla" mail:
I suspect that more JUGs will have recieved that mail, so that's why I'm asking here.
What do you think?
Isn't that spam? I mean, I have not suscribed to any newsletter, nor given that email adress away ever to anybody. That mail was absolutely unsolicited. I don't know if they're offering free or paid courses; I don't mind at all.
