(Posted here as well as in another thread where the same issue was raised.)
I found this thread when looking for a solution to the problem of JCE display really really wide in DocMan (one line toolbar). I didn't see a solution, but found one at http://www.cellardoor.za.net/index.php?option=com_joomlaboard&Itemid=&func=view&catid=7&id=87#87

Basically you have to edit the theme.css file in components / com_docman / themes / default / css /
and replace
  .dm_form br       { display: none; }
with
.dm_form br       { display: block; }

I hope this helps someone else looking for the same issue.
