ACL: split permissions Edit Featured from Edit State

Hey,

I'm not a coder so I can't help code it, maybe someone can:

I would like to see a permission setting for featured content.

Currently the permission for the setting of featured is set with Edit state.
This is also the permission that allows/denies the user to publish or unpublish content.
So if I set this to Denied the user can't set featured (good) and can't change the status (not good).
Also an article created by this user is automatically unpublished (not good)

So I'd like to see:
Edit Status
Edit Featured

This way I can allow users to (un)publish content and deny making it featured.

And if it can be implemented:
If Edit featured is set to Deny the user can't access Content > Featured Articles (or other featured content) and on the edit page the user can't set ('grayed out') or see the Featured option.
