Extend editing layout params

Hello,
Working on website development I recently added a submit article feature and noticed that I unable to configure something in layout params.

I.e. in article submission form there is necessary option to select access level for article. I'd like to hide this option for end-users.
As well as language tab is something I'd like to exclude from form. (it's not needed since site has the only language)

So, my proposal to add such options in articles configuration > editing layout params and let administrators more freedom to control which options they can display in front-end side.
