On the article submission form add (in the backed) add options to choose who can use each field. I.E: Under the publishing tab we think that Category, Status, Featured, Access should be a administrator or super users choice and start and finish publishing should be registered. Does this make since?

Under the current system it is possible to restrict who can or cannot access categories to create content and whether that content will be published on a website. Joomla "authors" have the ability to propose new content. That content can then be reviewed by and "editor"/"publisher"; the editor and publisher can change the author's proposals.

This does not alow us to restrict certain fields.I.E tags, authors alias, access, Language feilds are still their.

That article, in part, does describe how some information is restricted. As you asked at the beginning, you want to restrict people from being able to change the status. Authors cannot change the status. That's just one of many restrictions.
