This should be done since we cannot have both xml and alternate layouts at the template's component views without regression. This would also help us define custom parameters for modules, menu's, etc. in the back-end easier. Right now I have to create the xml each time I create a new menu item then delete it. Otherwise when I create content I cannot see my available alternate views.

This topic is being discussed here but with a different approach:

If we could tell JPlugin (while in admin client) to search the template folder for events (not needed for front-end, obviously I can do that with an include helper from my template). The only other way I can do this is by creating two templates, one for site and one for admin with JPlugin helpers. Make this core I hope I explained it thoroughly and accurately.

** the reason this should be done is so that we can use the JPlugin class from our template without installing plugins separately (even during template installation). We shouldn't have to install plugins at all.
