Why can't I register for people.joomla.org?

I have an account here on the forum. I tried logging into people.joomla.org but the username didn't exist. I tried to register on people.joomla.org but registration links are hidden and registration disabled. How do you register for people.joomla.org?

I really hope it will be back on track again . It has been quite some time now since it's unavailable.

Therefore after careful considering all responses from the community it has been decided to close the site and archive all content effective November 30th 2012.
The site people.joomla.org was closed.
