Newsfeeds don't work in 1.6

No newsfeeds are working, not even ones which work fine in 1.5. This may obviously be a local system problem but below is the only log message I have to work with. Is there any way to debug what simplepie is doing?

Login to /administrator on a fresh 1.6 installation
Pull down on Components -> Newsfeeds -> Feeds
Click "Create"
Enter a working feed address that works fine in Joomla 1.5 (in this case http://jorhett.livejournal.com/data/atom)
Enter a name for it.
Click Save
Create a menu item pointing at this feed

Go to main website (not in administrator)
Click menu link
Observe text on screen: "Error loading feed data" and "Error. Feed could not be retrieved."

Look in webserver error log, see messages I quoted above to start this thread: "PHP Notice: The data could not be converted to UTF-8 in /site/libraries/simplepie/simplepie.php on line 1801"

Three obvious followups:
1. The error message is wrong because the data returned is in UTF-8 form.

2. It's not just livejournal, you can pick any valid feed URL and get the same response

3. Could it be a local system issue: sure, but it works in Joomla 1.5 and in Wordpress and in a half-dozen other things that use simplepie so it's something specific to either Joomla 1.6 or the version of simplepie included here.

Are the sample data feeds working ok?
I entered your link and the feed rendered without a problem.
So it seems like a local issue but what?
Can you please paste your basic environment information? (you can get it from the site info page).

If anyone else finds this, ensure that the PHP5 iconv extension is installed and enabled. That was it.

Feed's caching problem still persist.
I saw Jorhett's suggestion for resolution (iconv enabled) but this don't apply for me. The iconv is enabled. Still I have this caching problems. Can anyone tell me if it is a bug that is going to be solved, or if it is just for few of us (http://forum.joomla.org/viewtopic.php?f=627&t=621280), how can it be solved?
