Using Joomla 1.65 I installed the component, and it appears in the components list, but when clicked it says 'component not found' ?

Yes, I think you are right. After installation I made some changes to menu order, there was a strange little moment in the highlighting, then it all corrected itself. The little arrows also seem to work now?
What confused me was that the component actually appears in the component list and appears to be 'clickable', so I did. Obviously, the component is cosmetic and works 'in the background'.
It is very useful indeed. I am a bit amazed that Joomla 1.6 was put out with this kind of bug in it; menu ordering is a pretty vital tool.
Is this corrected in 1.7? I am using the last 1.6 version 1.65, and menu ordering and little blue arrows are definitely not work on both installations I have.

One should understand that this issue is usually related to the use of JUpgrade when migrating from 1.5.
JUpgrade was leaving in the ordering column some figures from 1.5.
Installing the component will set all these figures to "0" and thus let the new ordering scheme work in 1.6/1.7.
The component can then be deleted.

For what it's worth I used SP Upgrade to get from 1.5 to 1.6, then manually upgraded to 1.65; so I think it is fair to assume that somewhere in that process the mysql tables and such like may have been buggered up?
I installed 1.6 in a separate directory, then used sp upgrade to migrate over the articles and menu items. The template would not work in 1.6, so I used a compatible one and then most of the articles and menu items appeared ok. I then upgraded components to 1.6, and the site works fine EXCEPT for the issues described.
I am unsure if this is because of the upgrade path I used, but reading other posts, it does seem that people with a clean install are experiencing the same problems with sorting menu items and menu assignments.
Others are also reporting that Extension Manager fails to install the upgrade package to 1.7 or discover it in the upgrade section.

1. Clearly the various proposals for migration leave in the ordering column unwanted figures
2. I found also in default sample data 4 unwanted figures there which could cause the issue in clean installs.

Just to answer your question, and in relation to the patch.
I didn't install sample data, the upgrade software required that. But the problem persisted in menu ordering. I also tried the rebuild function but that didn't cure the problem.
The patch in this thread worked fine though.
A bit concerned, reading the sourceforge patch information that it seems geared toward a problem with sample data installed.
Is the sourceforge patch a variation or version of the patch in this forum, because this works fine.

Just asking, its another thread really, but is anyone looking at the module assignment problems people have been having, including me. It does seem that the assignments are not working properly.
I cured this by using the Advanced Module Manager, which completely overshadows the out of the box utility in Joomla.
Also, I opened another thread about the Extension Manager upgrade in 1.65 not finding Joomla 1.7 as an upgrade option. this was on the same upgrade build the menu ordering problem was happening in.

No, it solves the problem after a migration with JUpgrade or other means.Is the sourceforge patch a variation or version of the patch in this forum, because this works fine.

2. I found also in default sample data 4 unwanted figures there which could cause the issue in clean installs = general case when installing with sample data, now solved for next version 1.7.1.

I thought you meant "if I tried Rebuilding as a fix".
On a fresh 1.7 install, without using the Rebuild button, there are still issues (which I assume will be fixed in 1.7.1).

This worked for me.
The menu item that need's to change.
Place as a sub of another menu item.
Check that it displays in the front end.
Return to the menu item and place in the parent again.
Check the front end
Return to the menu page and use the arrows and then press the floppy icon

I've tried all of the fixes in the this thread but none seem to work for me.
I have a clean install of 1.7.
From what I can see it is ordering the menus on the front end by menu id number

I'm confused because you are saying the problem is in menus but then you said your did stuff in the module manager?

I am on 1.7.2 and the issue still persists. Tried the attached component, but no dice either (after install, selecting it in the Component menu returns a "Component not found error").

It is definitely a problem in 1.7. I tried several the the suggestions here:
- The obvious: Change the numbers and save. (Didn't work.)
- The next obvious: Use the arrows to position it. (Didn't work.)
In these two cases, sometimes, it would accept the number or position, but would soon re-set itself.
- Cleared my trash.
- Cache is turned off globally. (That's due to menu modules caching even when it's turned off in the module.)
- Used the "Rebuild" button.
- Disabled, then completely removed, SPUpgrade.
I tried loho27's solution because it looked like less trouble than editing the database. It seems to have worked! Just:

I tried the above solution of assigning to different parents and then re-assigning and also unpublishing and re-publishing, but no dice, it is still not ordering correctly. Is it safe to use the component mentioned above on 1.7.3? Thanks!

I can't answer your question about the patch component, but don't forget the cardinal rule for any significant change to a site: Make sure you have a current backup, then give it a try.
That lesson was reinforced yesterday when I was working on the CSS for a client's site. There are two main CSS files for the site and somehow I essentially deleted one of them by copying over it and saving. There were a few tense moments while I tried to figure out what happened, and then - oh my! - how to fix it since I didn't have an up-to-the-day backup. I thank God that I had a reasonably current copy of it on my local drive, was able to simply copy and paste, save, and everything was fine again!

go to menu manager
Hover mouse over Menu
Select the Menu Set and change the order as you wish and save
OR
go into the Menu Item and change order there.

Do these tips also work for reordering articles?
I tried to download rbuelund's zip file to try it out, but I couldn't open it. I got the message that it was invalid. I checked the filepath and that was fine, so I don't know which part was invalid.
