In weblinks -> any weblink -> basic options, you can set type like popup or modal AND you can set size.

I expected a main option to set standard size.... but nope no size setting possible for standard. Maybe a bug?

I looked: In Weblinks - Options -> Weblink - Target. You can choose type, as modal or popup, but no size!.

I can set a null setting in the php files, but i dont think thats how it is suppossed to set.
