In Joomla 2.5.6 and 2.5.7, I've noticed an issue with users publishing articles from the front end - even though they have an "Allow" permission for Edit State for the category in question, when they save an article, the article still goes to a "Pending" state until it is approved by an Administrator. Additionally, the Publish drop-down menu is grayed out in the front end when a new article is being composed.

This can be overridden by giving the user Publisher rights, but then they gain access to all content categories, not just the specific ones granted by ACL.

A kind person at the NYC Joomla User's Group mentioned that this was a known issue, but I wasn't sure if / how it had been reported.
