ACL how is right checked when user assigned to multi groups?

This board for support questions on Joomla 1.6 RC (= Release Candidate - which should NOT be used on a production server) is NO longer active because Joomla 1.6.0 has been released.

ACL how is right checked when user assigned to multi groups?

A user can be assigned to more then one usergoup, say 'administrator' and 'custom group'. So when 'administrator' has right, but 'custom group' has not, does the user then have access or not?

Or does it work like if one of the groups has access, the user has access? Or opposite, if one group has no access, the user has no access?

Or is access right checked against the usergroup which is highest in order? If so, how to set that order?

I studied the tut here http://docs.joomla.org/ACL_Tutorial_for_Joomla_1.6 but can not figure out how this is suppose to work.

Obviously I should simply test to find out how it works, but unfortunately I can not get a user other then the user admin to edit content, see other thread.
