You can either use a backup extension like http://extensions.joomla.org/extensions ... tion/14087 or do it manually.

Manually action:
  • use local phpMyAdmin to export your DB to a file.
  • FTP all your local joomla files to root dir of your hosting
  • use phpMyAdmin from your hosting and create a DB and import your data

I generally just FTP the files over and upload the database. Akeeba Backup will help a lot if you're unsure where to start.

Normally you have to move all the Joomla files and databases from the local host to a new web host and edit Joomla configuration files. To help you solve this problem, I think it's better to list the step to do this

1. You must create databases on the web host
2. Upload Joomla files to the web host using FTP
3. Importing Joomla databases using phpMyAdmin
4. Changed the file configuration.php with the new information about host, user, password and database

So did you do all these steps? Which steps you got the problem?
