So I have spent the last 30 minutes searching trying to find the answer but have come up a little short. I am trying to edit the email that gets sent out in Joomla 2.5 when you create a user in the back end. I have found the file that has the text (it is in /administrator/language/en-GB/en-GB.plg_user_joomla.ini.

So editing just the text is fine, but I want to know where the php file is that is filling in all the variables that are getting called in that file. Anyone know where this might be or how to find out where it is?

I have almost the same question, but mine is slightly more complex.
I've installed the French version of Joomla 2.5,

    My Joomla frontend site's default language is set to French
    In the user admin pages user language is set to default

But when I create a user via the admin pages the email that gets sent is in English.

It looks like it's using the en-GB versions of PLG_USER_JOOMLA_NEW_USER_EMAIL_BODY and
PLG_USER_JOOMLA_NEW_USER_EMAIL_SUBJECT


How can I get that email to appear in French?
What else could be causing it to use the en-GB version???

OK, I've found what I think is a bug.

If I log in to the admin site with English interface language the email gets sent in English. If I log in with French interface language then the email gets sent in French.

I don't think the administrator's choice of English for his own interface language should influence the language used for automatic emails sent to users. The emails should be sent using the frontend site's default settings unless the administrator chooses another frontend language for the user.

In fact, even choosing specifically Frontend Language "French" in User Basic settings the mail still gets sent in the language that the Administrator is currently viewing the admin site.

How do we log this as a bug?

Ok, I'd better go delete my 15 test users I just generated! ;)
