Web Ruler for Joomla?

Is there a ruler tool I can use to measure parts of graphics and sections in the Joomla web page? Where might I get it? Is it free?

If you have firefox, they have an add-on called "Measure It"
Don't HACK the Joomla! core, Instead "Extend" and/or "Override."
Stay ON the update path.
