Download pdf to be linked with member registration

We wish to give link to full paper download on the article page displaying abstract.
We plan to provide 3 fields namely Name,email-id,member no with submit button. Once the user fills the information his name should be registered as a member and the pdf of concerned paper should get downloaded on users machine.
How this functionality can be incorporated ?

1. Install Phoca Download Component and Content Plugin.

2. Upload the PDF to Phoca Download

3. Enable the User Profile Plugin and insert the Phoca Download Item into the TOC article

I have created old Journal Papers in a hierachy like
Decade->Year->Volume->Articles->Abstract Image (journal-archives/1971-1980/1973/jul-sept-1973/Articles)
All are publicly available and put Download button in article when user click that button registration should be done and respected pdf should be downloaded.
