When having this same problem on a 2.5.28 website, I went from PHP 7.0 (after a php upgrade) back to 5.6 which solved the problem. It seems the PHP version plays a role in the repeating error message.

This was after I tried all the other options (deleting all records in DB for sessions table), emptying cache folders, etc. Hope this might help other users with similar problems. Check your PHP version.
