Joomla file cache windows bug

So with a high traffic site i have tested all the settings and turns out that as soon as Joomla caches time ends let says 10 mins, It trys to recache the file instead of dropping/removing/deleting it what seems to slow down and force the site to take twice as long to load.

Now looking into it with a extremely high traffic and large site it is trying to recache all the content it has already cached.

Anyone know how to disable the recache and tell it to just delete the cached files.
