Hi, I would like to ask you about enabling the translation of these phrases that attach the picture (circled in red). I would like to see these items could also be translated into other languages.

Names of modules can always be translated directly by editing them.
User groups and access levels also.
Extensions types cannot be translated.
The Time zones cannot (except for UTC which will come from the language installed)
Names of plugins come from the language installed

And would not it be better these phrases translate what I put? Even without the sample data, to create user permissions and user groups. It would also be handy somehow figure out a way to install Wrappers add the ability to record language content (Figure 5).
Joomla is great translatable (and now is almost 100% translated into Czech, missing only the following phrases: (). Would facilitate a lot of work. Do not you think? Know that it can change, but many people this does not change. Additionally, the modules you I am sending the Joomla administration modules - so there would be tossed translation.

Thank you. Thanks to you, the great works localize Joomla. I just wanted to make these items were localized and then where would each change on their own.

What is localizable can be. Communities proposing specific Joomla distributions also include specific sample data and joomla.sql when the items are not concerned by language .ini files (Example: the modules instances names in the manager are modified to fit).
Some of this stuff, as explained above, is not translatable through .ini files and should not/cannot be.
The reason is very simple: one can add new module instances, one can add new user groups, etc. and choose a name for these.

To know what is translatable in a specific language, allow DEBUG language in Global Configuration. What is translated in the .ini files will display with **content** when the string exists. ??CONSTANT?? when the string is missing in the language.
