How to install language pack for the entire site

I am having an issue with setting up my multilingual site. I have downloaded and installed the two language packs I need, UK English and Spanish. However only one shows up in the language manager under the tab "installed - site" and the other shows up under "installed - administrator". Could this be the issue? Should they both be under "installed - site"?

I followed a great step by step tutorial by Peter Martin called Multi language Joomla site without 3rd party extensions.

But unfortunately only the UK flag shows up under the language switcher on my home page, no Spanish flag...

Download the Spanish language pack from http://joomlacode.org/gf/project/jtrans ... ge_id=5597 and install it.

Without the Site language installed you cannot expect the flag to appear. Also, make sure you have contents in Spanish too.

Uninstall the en-US and es-ES packs existing, thse are 1.5.15 packs and will not work with 2.5.x

Update to 2.5.4.
