Yes, it is. In fact there are two language packs for - Chinese Traditional and Chinese Simplified. You could choose to use one of them.

If you are using Joomla! 2.5.7, in the Extension Manager, you could click on the tab Install Languages and you would be presented with the list of languages to install. You could choose the one you want to install and click on the icon titled Install.

If you are not using 2.5.7 or have an issue with the install as mentioned above, you could download the appropriate language pack from either http://joomlacode.org/gf/project/jtranslation1_6/frs/?action=FrsReleaseBrowse&frs_package_id=5695 (Simplified Chinese) or http://joomlacode.org/gf/project/jtranslation1_6/frs/?action=FrsReleaseBrowse&frs_package_id=5587 (Chinese Traditional), and install it just like any other extension.

Suggest reviewing the demo-cum-tutorial site http://multilingual-joomla-demo.cloudaccess.net/ for this. Being a demo site, you could even log into the site's back-end to see how things are configured. This site purely discusses about implementing a multilingual site using the in-built features of Joomla!

You could also use extensions such as Joom!Fish and Falang for developing multilingual sites. Please refer their respective documentation for how to use them.
