Have you installed the Persian Language pack for Joomla?

You may also need a Persian language file for the template.

Enable Debug and Language Debug on the site.

You will see what language files are loaded and which strings are translated.
The string may be hard-coded in the template instead of using Jtext.

How is it printed on the debug? **Lastest News**, ??Lastest News?? or Lastest News?

It can also be the title of a module. Change it in module manager.

For strings in the template, use Jtext

Code:
<?php  echo JText::_('LATEST_NEWS');  ?>
