gantry and joomla

I go to the website gantry and see this CSS framework support wordpess and joomla .
I was thinking i could study their website since it ll use joomla and gantry ..... but not they use GravCMS. It is strange that they don't use their own tool they implement to create website ? is it efficient / serious ?

grav is a CMS not a CSS framework ?
