I currently have Joomla on a cPanel site that's junked up with a bunch of stuff. I want to move it to a clean VPS cloud server at digitalocean.com ($5/mo for 256MB Memory and 20GB disk space!) . I have a choice of a wide variety of operating environments to provision, including several LAMP stacks. The problem is that I do not have the Unix skills to properly set-up the server after it is created. I'm worried about security issues, adding phpAdmin (if necessary), getting the .htaccess file right and making sure that smtp is working so Joomla can communicate with users.

I do not know anyone well enough to get beyond my paranoia of giving root access. My fantasy is that there is a Joomla bundle that can be simply uploaded to do it all. Short of that, I'm hoping that someone can point me towards a step-by-step guide to get it done.

That is my preference, but as I said "I do not know anyone well enough to get beyond my paranoia of giving root access." If I can solve that issue, I'd happily hire someone.

You could place a post in viewforum.php?f=177 (as this thread is asking for advice and the other post would be asking to hire someone ... methinks it would not be cross posting).

There are many reputable people in the forum and it would be relatively easy for you to know the genuine replies.

If I was willing to tolerate the security risk of giving root access to someone I don't know, there's several good sources of rated contractors to hire. Since this isn't that complex, I'm hoping I can find some paint by the number instructions for server setup. From there I'm comfortable handling the Joomla stuff.

But server security is very complex and 'paint by numbers' instructions are OK for people with years of experience with servers. The software needs to be set up correctly and only experience helps there. If you have experience with server security there is plenty of info on the Joomla wiki to help you ... if not then you really would do better to hire someone with a proven track record.

Okay, fair enough. But what about the security risk? How do I get around my paranoia of granting root access?

It may be worth mentioning that I do have some experience working directly with servers, but it's been several years. Even then, after setting up a server myself, I thought it prudent to have someone else improve the security. That's when I developed my paranoia about root access.

Edit: I checked the Wiki. There's good info there, but it is too generic because it covers a variety of server environments. I could follow all of the links and do the research to figure it out for myself, but I don't have that kind of time available.

Perhaps by realising you will be paying for a service and they will have a reputation to uphold ?

Yes, the balance between available time and out sourcing, always difficult.

What are the specifics you need to know ? If you list a few then someone may have the exact answers you are looking for.
