i have problem with step 1
I ussualy use Joomla 1.5, but i can't pass first step installation with 2.5.x
Evirithing is always ok with Xampp and XP or WIN 2003 with the 1.5 version, but it seems that it doesn't work with WINDOWS SERVER 2003.
I think i've checked corrrectly all the internet security configuration and have used diferent browsers.
May it be possibble due to some incompatibility with the OS?

If you look at the Technical requirements for Joomla! you will notice that Joomla! requires IIS7 or better.
I believe Windows 2003 has IIS6 by default, has this been upgraded?

Excuse me but, do you mean that even if i work with Apache some functions of IIS must be running? and, of course, with right version of IIS.
I have never used IIS before with joomla 1.5.x. and in my server this service has been always off.

No not at all, but from the way you were describing it I assumed (incorrectly obviously) that you were using IIS instead of Apache.
So scratch any reference to IIS

I like very much joomla and was hopeful with the 2.5 version, and cant guess what is happening, but i think i'm going to do two more things before left:
1. While fixing the mistake, i'm going to install it local in my laptop with XP (That works perfectly) in order to upload it to the server once everything is running.
2. Will install a second server with UBUNTU SERVER.

There should be no reason with a properly configured installation of AMP that it will not work on Windows 2003.

You also might consider running the Zend Server Community Edition(or the pro version if you want to spend the money) and this handles a great deal of the configuration for you.

One final thought are you running the latest version of XAMPP on your 2003 server? For 2.5.x to work you require PHP 5.2.4 or above (pref 5.3.x) MySQL 5.0.4 + and Apache 2.0 +

PROBLEM SOLVED
I read in other post from HUMVEE about unzipping with 7-ZIP, so i tried it in local with a new fresh joomla download 2.5.4, and arfter unzipping it i uploaded all files to the public folder, and EUREKA! IT WORKED!
